PURPOSE:To make it possible to switch a video signal without losing naturity of screen image by inserting and expanding a new video signal into the current video signal when the necessity of switching the current video signal occurs as a result of comparing voice signal levels and by switching the current video signal so as to reduce it. CONSTITUTION:In image switching circuit 12, a video signal of a camera 1 is selected and a video signal of a camera 2 is newly selected, and next a video signal of camera 3 is selected, a control signal from voice detection comparison circuit 27 is sent out to an image changeover circuit 12 via a gate circuit 28, and the image changeover circuit 12 selects the video signal of a camera 3. On the other hand, in a gate circuit 29, the control signal from a voice detection comparison circuit 27 is suppressed by the control of control circuit 30, the video signal is selected of the camera 2 by image changeover circuit 13, while in image changeover circuit 12 the video signal of the camera 3 is newly selected. The present video signal selected by image changeover circuits 12 and 13 and newly selected video signal are switched under the control of the control signal from a control circuit 30 in digital image processing circuit 16.
