PURPOSE:To improve the transmission efficiency by providing a function to discriminate the load of a transmission line to a device controlling the processing of a system having a duplex loop transmission line so as to share the load to the transmission line depending on the state of the load thereby preventing waiting of transmission. CONSTITUTION:A processing controller 5 in a railway stating controller 6 fetches a supervisory data from an external device 7 being the object to the supervision control of a system. Then the process controller 5 inquires about whether the load of the transmission line 1 is high or not to a transmission controller 3 connected to the loop transmission line 1 in operation alt present. When the load is low, a data is transmitted to the transmission controller 3, while the load is high, the data is transmitted to the transmission controller 4 to transmit the data to a loop transmission line 2. Thus, the waiting of trans mission is avoided to improve the transmission efficiency.
