PURPOSE:To perform the monitoring of operational danger at an early stage, by such a simple method wherein a relational value is calculated from the position and length of a ship calculated from a radar signal and an alarm is outputted when said relational value was shifted out of a predetermined range. CONSTITUTION:When a digital signal is inputted from a radar signal input converter 1, an operational processing apparatus 8 calculates the position and length of a ship. The above mentioned position and length are stored along with ID imparted corresponding to the ship. When a ship to be monitored is indicated through an operator, the operational processing apparatus 8 takes in the indication to generate the processing condition corresponding to the indicated ship to store the same along with ID and calculated the mutual relational value of center positions, that of the center position and a ship position and the relational value of each distance between mutual positions of ships and the length of the ship on the basis of the stored content to store the same. The above relational values receive comparing judge processing according to the processing condition and, when they are out of a predetermined range, 'danger' is judged and this state is stored in ST. An operation alarm is ouputted to an output register on the basis of the stored values and an alarm display order and sounding indication are outputted to a display device.
