PURPOSE:To severely control key-card issuance even if plural attendants take the charge of the key-card issuance by giving the role of a key for actuating a card issuing device to an authorization card. CONSTITUTION:The magnetically recorded key-card KC which electrically opens and closes a room door is issued by means of a card issuing console 10 or 11, but, when the key-card is issued, an authorization card AC is required. The authorization card AC has the record of a secret code (password) peculiar to its holder and the role of a key for actuating the card issuing devices 10 and 11 is given to the card AC. Therefore, no key-card is issued unless the card AC is inserted into the card readers of the devices 10 and 11 and the read data are checked. Accordingly key-card issuance can be controlled severely by using the authorization card A, even though plural attendants take the charge of the key-card issuance as in the case of hotels.
