PURPOSE:To enable a device to be applied to either of controls of the rotational speed of an engine within a predetermined range and of a governor by controlling the position of a gear meshing with a gear rotating integrally with a throttle valve shaft through an actuator. CONSTITUTION:To an end of a throttle valve shaft 3 mounting a throttle valve 1 and projecting from an intake shell is fixedly secured a first gear 5 of a gear mechanism 4. Also, on the extension of a second gear 6 meshing with the first gear 5 is provided an actuator 7 driven by a controlling unit 8. Further, on the extension of the throttle valve shaft 3 is provided a detector 9 for detecting the opening of the throttle valve 1, and an arm 11 fixed to the input shaft 10 of the detector 9 engages a lever 12 projecting from the first gear 5 to detect the opening of the first gear 5, i.e. throttle valve 1. And the controlling unit 8 receives continuously the output signals from said detector 9 and a vehicle speed detector 15, while receiving the vehicle speed directing signal 16 selected at will by a driver.
