PURPOSE:To standardize a short position electrically without expanding the damage of the short position by arranging plural detecting terminal groups on symmetrical positions about a pulse voltage input terminal for standardizing the short position which is arranged on the center position of the axial direction of an outside winding. CONSTITUTION:In a transformer obtained by winding plural cylindrical windings coaxially around the leg parts of an iron core 1, the input terminal 4 is connected to the center position of the axial direction of the outside winding 3. Plural detecting terminal groups 5 (e.g. detecting terminals 5A, 5B; 6A, 6B; 7A, 7B) are arranged on the symmetrical positions about the terminal 4. A pulse voltage is applied to the terminal 4, the ground current waveforms or ground potential levels of respective detecting terminals are measured and two current waveforms or two voltage waveforms in respective detecting terminal groups are compared. A partial coil short position generated in the inside winding which can not be observed without the disassembling of the winding by an ordinary method can be observed accurately without the decomposition.
