PURPOSE:To prevent effectively an overload state by measuring the utilizing rate of a transmission line in response to a carrier propagated on a transmission line and inhibiting the use of the transmission line when the measured utilizing rate exceeds a predetermined threshold value so as to bring the transmission line in the optimum using state. CONSTITUTION:A common transmission line 1 consisting of a coaxial cable is terminated by a terminator 2 to constitute a packet communication system of the contention system and nodes 41-43 of plural information processing units are connected to the transmission line 1 via a tap 3. A carrier detection circuit 61 of a transmission line utilizing rate measuring device 6 of the nodes 41-43 detects a carrier propagated on the transmission line 1 in response to the state of a reception circuit 55 of a packet transceiver 5. A transmission line using rate calculation circuit 65 calculated the transmission line using rate based on the detection of the said carrier and gives the result to a host com puter 7. When the utilizing rate of the line 1 exceeds a predetermined threshold value, the use of the transmission line 1 is inhibit to bring the line 1 to the optimum utilizing state.
