PURPOSE:To reduce the transmission time by applying multi-stage of different compression coding and decoding system so as to improve the compression rate of facsimile picture information with simple constitution. CONSTITUTION:A picture on an original read by a scanner 1 is written alternately in line memories 3A, 3B via a selector 2 in the unit of lines. A selector 4 selects alternately an output of the memories 3A, 3B at each line and the result is fed to a coder 5. The coder 5 compresses the picture signal for one line's share inputted from the selector in two stages and stores it in a memory 6. Then the information coded by the MR system is split into the information in the unit of a specific picture element, read from the memory 6 and written in the line memories 3A, 3B alternately, then inputted to the coder 5 via the selector 4, coded according to the MH system and the information subject to re-coding is stored in the memory 6.
