PURPOSE:To prepare automatically, actually fitted data concerning respective lines by monitoring presence and absence of a response for calling, judging that when the response is detected, the line is actually fitted, and writing line actually fitted data in a line actually fitted table. CONSTITUTION:Between a processor 7 of a trunk circuit 6 and a central control device 1, control data are transferred by using a prescribed time slot of the highway. At a network 5, the prescribed time slot of the internal highway multiplexed by a multiplexer 12 is separated and written in a receiving signal memory 15. The written control data are transferred through a signal transmitting distributing circuit 17 and a common bus 4 to the device 1. The control data from the device 1 are written through the bus 4 and the circuit 17 to a transmitting signal memory 16, the control data are inserted to the prescribed time slot of the internal highway, added to a demultiplexer 13, demultiplexed and sent to a highway 18.
