PURPOSE:To enable slurry having a high concentration of coal and a low viscosity to be manufactured by a method wherein all moisture content in the coal are removed and additive agent and mixing water are mixed with the coal when the high concentration coal water slurry is to be manufactured. CONSTITUTION:Manufacturing of a high concentration coal water slurry is carried out in such a way as coal, water and additive agent are added simultaneously and broken in the mill and mixed in it. Surfaces of coals 1 are covered with water film 2. When additive agent 3 and mixture water 4 are mixed with coals 1, they are inhibited by film 2 and less chance to reach to the surface of the coal 1 is found, an effect caused by the additive agent 3 is reduced and so slurry having low viscosity with a low adding volume of mixture water 4 can not be manufactured. Due to this fact, all the moisture of the coal 1 are moved, thereafter the additive agent 3 and the mixture water 4 are added. In this way, it is possible to manufacture a high concentration coal water slurry having a high concentration and a low viscosity.
