PURPOSE:To make any damage due to drag of an actuator body or the like preventable, by cutting the engagement of an interlocking clutch interlocking a rocking gear in time of overload on a rotary gear. CONSTITUTION:When overloading acts on a delivery valve shaft, a rocking gear 2 is made so as to be forcibly rotated together with a rotary gear 1 as one body, thereby making an arm 11 rotate upward against a spring 13 via an actuator body or the like resisting to a pin 15, a connecting rod 18, a pin 17 and a spring 20. And, a clutch pulley 12 is made to come off the range of tension pressure of a belt, disconnecting its interlock to the rocking gear 2. Accordingly, the rocking gear 2 is made so as to be forcibly rotated together with the rotary gear solidly so that any damages what with cutting the connecting rod 18 and dragging it are in no case caused there.
