PURPOSE:To obtain a balanced code with well DC balance with a simple means by providing a means for selecting a cyclic code and the cyclic code whose polarity is inverted and a means controlling a selection means so as to make the number of 0s and 1s included in the code series equal to each other. CONSTITUTION:A code word 1 of the transmission section generates a cyclic code word corresponding to the input word to an output. The code is constituted with a simple circuit such as a feedback shift register series. A polarity inverting circuit 2 inverts the polarity of the code. The output of the coder 1 and the polarity inverting circuit 2 is selected by a switch 3 so that the polarity is inverted at each code word. A synchronous detection circuit 6 of a reception section detects a synchronous pattern and a switch 7 is controlled for selection on the reference of the detected synchronism. The received code and the signal whose polarity is inverted by a polarity inverting circuit 5 are selected by the switch 7 so as to be a substantial cyclic code. The decoding to the original information and code error correction are attained to the cyclic code word at a decoder 8.
