PURPOSE:In producing the tilted substance by preparing an ester from a hydroxamate and an alkyl halide, treating the ester with a mineral acid in an aqueous solution of an alcohol, and neutralizing the treated substance, to add an oxidizing agent or an aldehyde to the reaction system. CONSTITUTION:A hydroxamate shown by the formula I (R<1> is lower alkyl; M is alkaline (earth) metal; n is valence of M) is reacted with a compound shown by the formula (R<2>O)2SO2 or R<2>X (R<2> is alkyl, alkenyl, or haloalkenyl; X is halogen) to give an ester shown by the formula II, which is neutralized with a mineral acid in an aqueous solution of an alcohol shown by the formula R<3>OH (R<3> is lower alkyl), and neutralized to give a compound shown by the formula III, an oxidizing agent (e.g., cuprous or cupric compound, or potassium permanganate) or an aldehyde is added to the reaction system. EFFECT:The aimed substance with a low content of nitrosoamine is obtained.
