A stopping element (5) which is used in a conventional safety belt device to hold a locking tongue, which can be displaced along the safety belt (3), in an easily accessible position, is provided with a cutting device (20). The latter consists of a holding piece (21) and a blade (22) which is fixedly connected to the latter. The holding piece (21) is displaceably inserted into a groove (13) in the upper part (7) of the stopping member (5). When the holding piece (21) is fully inserted into the groove (13), the blade (22) is situated in a cavity (17) in the upper part (7) of the stopping element, and is protected on all sides. <IMAGE>
