PURPOSE:To prevent to generate a color flicker even when a geometry mismatching exists between a picture element and a color filter by adding and setting to a horizontal scanning signal after the weighing is executed for three picture elements in the vertical direction of the solid-state image pickup element. CONSTITUTION:A color filter array 31 and a solid-state image pickup element 32 are closely constituted and the mismatching occurs at a color filter (actual line block) a picture element (broken line block) as shown in the figure. For this reason, A weighing quantity alpha is determined, at an odd field, the weighing of alpha:1:(1-alpha) is executed respectively to the first line, the second line and the third line reading lines and one scanning line signal is generated. At the odd field and the even field, the interlace is executed in which the assembling of the picture element line added is made different. The scanning line signal taken out like this is inputted in low area filters 14 and 15 and a band filter 16, made into a Y signal and respective signals (g), (r) and (b) through the prescribed processing as shown in the figure and supplied to an encoder 23.
