PURPOSE:To convert a sulfur compound to harmless sulfate ion in a short time in 100% conversion, by adding sodium persulfate to an aqueous solution of a caustic alkali containing a sulfur compound having an oxidation number of smaller than a specific level. CONSTITUTION:An active cathode prepared by electroplating takes a sulfur compound in the catalyst layer, and the sulfur compound is reduced by hydrogen gas generating constantly in electrolytic process to form a reduced sulfur having an oxidation number of <=5, which is dissolved in an aqueous solution of caustic alkali. The aqueous solution of a caustic alkali containing the sulfur compound having an oxidation number of <=5 is added with 4 times mol of sodium persulfate.
