Compound of the formula <IMAGE> wherein X is -C(O)Hal, -CN, or -C(O)Y in which Y is OR1 or NR1R2 in which R1 and R2 are H or hydrocarbyl or the like and R are certain optionally substituted hydrocarbyl and heterocyclic groups, are useful as herbicides and plant growth regulators or intermediates thereto. The intermediate 6-hydroxy and 6-oxo-2-oxabicyclo[2.2.1]heptane-4-carbonitriles are also new.
