A winding device for a window blind or any other flexible element includes a winding tube 3, a reversing electric motor 7 or any other driving means housed in one end of the winding tube, a coaxial torsion spring 15 fixed in the other end of the winding tube and carrying a reel of tape 11, which reel is to be connected via a tape 17 to a system of pulleys which is connected via a cord 20 and a drawer (pull) bar 6 to the blind 4. The spring is preloaded and keeps the entire system under tension. <IMAGE>
