PURPOSE:To execute no unnecessary control by constituting a titled system so that a control device sends out control information of a specified subscriber to a regulating device corresponding to the switching device concerned based on a repeating pattern determined in advance, by congestion information of the specified subscriber received from an extracting device. CONSTITUTION:When a release of a congestion extracting device DETi of a switchboard is detected, a control unit CU releases a relay Ri of an incoming trunk, and waits for a reception from other congention extracting device DET. On the other hand, with respect to the received congestion information, the control unit CU refers to a repeating pattern by a extracting device DET number (i). Based on this repeating pattern, for instance, regulation control relays F0-Fm in outgoing trunks OGT0-OGTm corresponding to a regulating device number are driven. When it has been ended to send out the control information, the relays F1, F2...Fi and Fm which have been driven are released, and it is ended to repeat and sent out the control information. |
