In the apparatus according to the invention, the winding drum is formed by at least two rotating drums 2 which are driven in the same direction of rotation and which rotate about a fixed drum 1, with interposition of a planetary gear 5, 7, 13, the fixed end 12 of the cable being guided out of the spindle of the said fixed drum 1. The geometric and dimensional proportions are selected in such a way that every time the rotating drums rotate around the fixed drum, they also rotate once about their own axis, in the same direction. Cable guiding grooves 10 and 11 having opposite pitch facilitate winding and unwinding, and protect the cable. Winding and unwinding is always carried out at a fixed point. The end which emerges axially from the fixed drum does not rotate, so that slip ring contacts or the use of a plug-in connection is unnecessary. <IMAGE>
