A thermal engine (1) provided with total energy is associated with a heat pump using electric compressors (2) and drawing its heat from the atmosphere (heat of the air and solar radiation) by means of exchangers (8). The assembly is characterized in that it does not require any particular water resource (all circuits being closed circuits). The micro-plant or micro-unit produces electricity which may be sold and/or used to operate compressors and produces heat for heating buildings through emitters (10) and/or sanitary hot water stored in the balloon (11).
