<p>PURPOSE:To separate properly movements corresponding to actual moving and still parts by calculating the difference of the luminance amplitude value of a picture element corresponding to the position in terms of space between a past stored picture and current one and obtaining a sum at every block having the preset size. CONSTITUTION:An adder 14 in a block reads out a frame difference absolute value stored in line memory to calculate a sum in the block, outputs the result as an estimated value to a comparator 15, where the estimated value is compared with a set threshold, and outputs the result as the 1st decided result of movement information to a memory 22. In accordance with the hourly change in the movement information of the block to which the movement decision is given, or movement information of a peripheral block, a deciding circuit 23 corrects the 2nd information of the block and outputs it to a quantizer 18.</p> |
