<p>PURPOSE:To attain an adaptive coding control to the local property of pictures by coding the information about the used one of two types of signal processing methods for each cluster into the data which should be coded when either one of said two signal processing methods is selected for each cluster. CONSTITUTION:An estimated error which delayed by a delay circuit 107 is supplied to an adder 104 via a line 2000 as well as to an unequal length coding circuit. The adder 104 produces the 1st local decoded signal from a delayed prediction signal supplied from a delay circuit 108 and said estimated error signal and supplies the decoded signal to an interpolation circuit 105. The circuit 105 uses the 1st local decoded signal used to the nearby coded picture element data to give interpolation to the picture element data which is not coded within a thinned cluster. While the input is delivered as it is to a frame memory 106 as the 2nd local decoded signal for the 1st local decoded signal used to other coded picture element data.</p> |
