<p>PURPOSE:To attain high quality picture transmission by dividing each frame into plural blocks, applying optimum coding mode at each block so as to apply coding thereby providing coding margin even to a block having much coded data amount. CONSTITUTION:A coded mode discrimination section 23 dividers an input data Din constituting each frame into plural blocks in each frame, uses a coded data amount at each block as individual information so as to form it into one piece of information for discrimination. Further, the total information set based on the coded data amount in a buffer memory section 12 is used as one piece of information. Thus, the discrimination section 23 applies coding only with the information representing that a block includes a data where the difference with the frame just before is all zero as to the said block and applies coding with position information, level information and the information only including only one data other than zero difference as to the said block.</p> |
