<p>PURPOSE:To input a prediction error signal, decode a shaft picture signal from the prediction error signal and miniaturize the hardware by encoding a dynami cal picture signal between frames. CONSTITUTION:A prediction error signal of variable-length encoded is added to an adder 22 included in a frame interval decoder 2 as a variable-length encoder output 4 and added to a framed, decoded output F frame-delayed by a frame memory 21 at time T2 in the adder 22 to input a frame interval decoder output 5 into an average circuit 10 of a liner interpolation circuit 3 and after thinning out a frame F2. In addition, the fourth and sixth frames are thinned out in times T4, T6. The average values between the decoder output 5 and a frame memory 6 are calculated by the averaging circuit 31 of the circuit 3 to output a liner interpolation output 7. A dynamical picture signal thinned out by one frame is encorded between the frames and a dynamical picture inputting the prediction error signal is decoded to miniaturize the hardware.</p> |
