The apparatus (1) has a tubular supporting structural member (2) for the axial, freely rotatable mounting of a reel of film and two holding clamps (3, 4) which are connected to the supporting structural member and by means of which the apparatus can be suspended on a supporting surface which is substantially horizontal. The holding clamps are semi-circular in their upper region, their end sections having turn-ups which are of a smaller diameter and are curved in the opposite direction. Holding clamps (18) are, furthermore, attached to the supporting structural member (2), between which clamps (18) the reel (16) of film is arranged. The free ends of the holding clamps are connected to one another by means of a connecting rod (28), which either has a tear-off edge or acts as a guide for the cutting device (17), to which a cutting table (22) is assigned. <IMAGE>
