<p>PURPOSE:To eliminate a delay due to scanning line conversion and to minimize an error of simulation by simulating information quantity before a scanning line of an inter-frame forecasting error of a TV signal is converted. CONSTITUTION:A buffer simulator 7, in which an inter-frame forecasting error signal is supplied to a terminal 7a and a coding signal is given to a terminal 7b respectively, calculates information quantity accumulated in a scanning line converting circuit 3 and outputs a simulation information quantity signal. Next, an adder 8 adds the simulation information quantity signal and a buffer memory occupied quantity signal, outputs an adder buffer memory occupied quantity signal. The adder buffer memory occupied quantity signal is inputted to a mode control circuit 9. Thus, since information quantity, before a scanning line of an inter-frame forecasting error of a TV signal is converted, is simulated, the delay due to a scanning line conversion can be eliminated and an error of simulation can be also made smaller.</p> |
