PURPOSE:To shorten the length of flaw nondetection at the top a material to be detected by using a water film stabilizing signal of water for flaw detection as a flaw detection start signal. CONSTITUTION:A surface echo height detecting circuit 14 detects a surface echo height detection signal from a surface echo signal 13 as a reflected echo from the water film 6 of the water for ultrasonic flaw detection and the object material 1, and an AND circuit 16 is provided. Then, the AND signal between said surface echo height detection signal 15 and a contact material start signal 9 operated by a contact material start detector 3 is used as the stabilizing signal of the water film 6 of the water for flaw detection and regarded as the flaw detection start signal 11 to command a signal processing circuit 8 to start the flaw detection, thereby shortening the flaw nondetection length of the object material.
