<p>PURPOSE:To reduce both the deterioration of picture quality and information quantity by avoiding the thinning with respect to a still area having a sharp visual characteristic, applying a folded noise removing filter with respect to a moving area having a dull visual characteristic and then thinning said area. CONSTITUTION:A television picture signal applied to an input terminal 101 is inputted to a delay circuit 102 and moving/still picture separator circuit 10. The output of the delay circuit 102 is applied to an inter-frame predicting encoder 120 through a pre-filter 103. With respect to a block of input television pictures, which is decided to be a still area by said circuit 10, the moving/still picture separation output 119 comes to zero, and the output of a control circuit 117 becomes a normal signal. At this time, the characteristic of the pre-filter 103 becomes transmittable in all frequencies. When the block is decided to be a moving area by said circuit 10, the signal 119 comes to ''1'', and the control circuit 117 outputs a thinning signal in accordance with the internal state of a buffer memory 114 at this time. Then, the pre-filter 103 becomes a preset low frequency transmitting characteristic, and the high frequency component of the input television picture is restricted.</p> |
