The object of the invention consists in creating a system for constructing safety dykes to protect against inflows of water, in order rapidly to close off irruptions of water, in order to close doors and windows against the penetration of water and to increase the height of parapet walls, which has the advantages but not the disadvantages of sandbags and which allows the erection of safety dykes without a complicated infill. This is achieved by means of a protection against inflows of water which is characterized in that a casing contains a water-insoluble polymer which swells a great deal in water, in a state such that at least one dimension is small enough to guarantee rapid absorption of water, the permeability of the casing allowing rapid penetration of the water but preventing the non-swellable polymer from emerging.
