PURPOSE:To use effectively individual resources in a system by allocating resources to unit processes if the operation state of a system is pertinent to experiential know-now and allocating resources in the order of priority level otherwise. CONSTITUTION:With respect to the operation of a resource management function part 140, a policy determining function 141 observes the internal state of a job processing function part 130 and respective states of unit processes 110-112. A conditional part coinciding with observation contents is searched in a know- now base 143. If this conditional part is not found there, a preliminarily determined resource allocation policy is indicated to an allocation determining function 142. If said conditional part is found, an executing part corresponding to it is indicated similarly. After executing indication contents, the allocation determining function 142 refers to a policy base 144 to allocate resources to unit procsses in accordance with contents, where this indication is taken into consideration, similarly to a default resource allocation policy.
