A crash barrier consists of a concrete block (10) with a light ballast enclosed in a cover (18). The ballast consists of undergraded light ballast and has internal voids (14). The light ballast concrete block consists of two parts (11, 12), namely, an upper part in the form of a light ballast concrete retainer with a bottom cavity and downward facing apertures and a lower part (12) in the form of a light ballast plate which is joined with and supports the upper part.
