The device includes a bill, coin and coupon handling mechanism within a secure housing and having sensors for determining the number and position of coins, bills and coupons, the sensors being interconnected to the computing system. The latter is directed by the programme installed into its programmable memory to control the coin, bill and coupon handling mechanism. A terminal is connected to the computing system for providing a set of input data to the memory and to enable the operator to actuate the computing system in accordance with the stored programme. - A recorder is provided to make a record of each event in which the handling mechanism either receives or dispenses, the record showing, for each transaction, the time and the number and denomination of all bills/coins/coupons received and dispensed. The handling mechanism has a structure sealed within the housing such that no bill, coin or coupon can be added or removed from the housing without contacting actuating the terminal in a manner acceptable to the installed programme, which activation is recorded or detail.
