<p>PURPOSE:To decrease an amount of transmitted information without deterioration of image quality by discriminating an effective pattern of an effective picture element isolated within the block and treating it as an ineffective block. CONSTITUTION:A signal of difference value is input into a judgement unit 11 to be judged whether it is an effective picture element or every picture elements. The result of judgement is output to a signal line 12 as a signal of 1 bit. signals from the signal line 12 are written in a delay circuit 13 successively each 1 bit. When data for one block are collected in the circuit 13, they are input in a judgement unit 14 to judge whether the block is effective or not. The result of judgement is sent to a coding unit 17 through a signal line 16. On one hand, input signal of differencial value is input in a coding unit 17 through a delay circuit 15 to be coded in accordance with a signal of the signal line 16. In case of an effective block, coding of differencial value, and in case of not-effective block, only the code indicating it is output.</p> |
