PURPOSE:To prevent the spread of a pollution source and to make the recovery easy by providing an apparatus scattering substances by which the leaked liquid contg. the radioactive materials or the like is allowed to gel. CONSTITUTION:When the leakage of polluted water is generated, a dolly 1 is self-traveled to the leaked site by the remote operation and the leaked state is confirmed while performing the monitor due to a TV camera 17 and thereafter a valve 18 of a decontaminating agent tank 11 is opened and successively a valve 19 of tank 7 for the injection medium such as CO2 is opened to inject CO2. One part of CO2 is flowed into an air chamber 21 of the lower part of a perforated plate 6 via a branched pipe 20 and flowed into a high-water absorbent layer 5 via the small holes of the perforated plate 6 to fluidize the layer 5. On one hand, CO2 and the decontaminating agent fed from a feed pipe 8 are injected toward a thin sheet 10 from a nozzle 8a to crush the thin sheet 10 and also to inject the fluidized high-water absorbent 5 toward the leaked water and thereby the leaked water is solidified in the gelled state. |
