PURPOSE:To improve the relay line utilizing efficiency by incorporating plural voice packets generated at the same time into one packet. CONSTITUTION:A voice packet subject to sampling and framing at a prescribed period is inputted to a high-level connecting device 101 of a transmission controller 100 at the same period. Plural voice packets generated at the same time are identified to be voice packets by a packet type identifier 103 and stored in a memory device 102. The voice packet scanned in the same period as the sampling and read from the device 102 is incorporated by an incorporating device 106. The incorporated voice packet and data packet are transmitted to a relay line 300 via a line connecting device 107. A reception controller 200 uses a packet type identification device 202 to identify the voice packet and data packet from the incoming packet, the incorporated packet is separated (203) into a voice packet equal to the voice packet incoming at the same time and transmitted to a high-order device.
