CONSTITUTION: The device is provided with a means 211 that generates a 1st sequence set for an error check signal based on a sequence set of an input signal with respect to each sequence set of the input signal, a sequence set of a sequence signal to identify the sequence set of an output signal, a sequence set of a length signal denoting the length of the sequence set of the input signal and a 2nd sequence set consisting of the sequence set of the sequence signal and an error check signal based on the sequence set of the length signal. Then a frame segmentation device 213 generates the sequence set of the output signal so that the sequence set of the sequence signal and the length signal and the 2nd sequence set of the error check signal are included in a single sequence set of the output signal.
