PROBLEM TO BE SOLVED: To provide the coating material excellent in beautiful appearance, corrosion resistance and weather resistance and also to provide the method using the coating material. SOLUTION: This coating material 3 for refreshing a foundation 1 of a building is obtained by mixing a principal component material contg. cement, fine aggregate and slag, with a liquid admixture contg. a cationic acrylic copolymer emulsion, a pigment and mineral fiber. This method comprises finish-brushing the surface 1a of the foundation 1 with cement mortar 2 beforehand and then, further finish-brushing the brushed surface 1a of the foundation 1 with the coating material 3 in almost the same direction as the brushing direction of the above cement mortar.
