A cleaning device for a photosensitive drum (1) includes a permanent magnet (7) for carrying toner wiped off the surface of the photosensitive drum (1) a scraper (15) for making contact with the surface of the permanent magnet (7) and a rotary blade (16). The rotary blade (16) scrapes off the toner blocked by the scraper (15) upon rotation of the rotary blade (16) so as to force the toner to fall off for toner recovery.
