PROBLEM TO BE SOLVED: To obtain the subject composition which is free from a halogen, has high flame retardancy and gives a cured product that is excellent in heat resistance, moisture resistance, mechanical properties, productivity etc. by compounding a phosphorus-containing epoxy resin, a novolak type epoxy resin and a curing agent. SOLUTION: This composition comprises (A) a phosphorus-containing epoxy resin of the formula[(n) is 0 to 7; R1, R2 are each a (lower alkyl-substituted) phenyl] (for example, diphenylphosphinylhydroquinone diglycidyl ether), (B) a novolak type epoxy resin (for example, a phenol novolak type epoxy resin), and (C) a curing agent (for example, dicyandiamide), and has an epoxy equivalent of 240 to 800. The component B may be selected within such a range that the epoxy equivalent of the composition is the above-described value, and the component C is preferably contained in an amount of 0.3 to 1.5 equivalents per equivalent of the epoxy resin.
