PROBLEM TO BE SOLVED: To efficiently conduct an operation for locking a holder of many sheets and a locking portion of a cover to a collar of a locking implement which has been heretofore manually executed. SOLUTION: The binder device for a holder sandwiches the holder of many sheets having locking parts notched substantially in a T shape at a suitable interval along one side formed with a container for a document or the like between two covers made of synthetic resin formed with the locking parts notched substantially in a T-shape at a suitable interval along one side, and binds the many sheets by using a locking implement 16 made of a synthetic resin having collars 15 extended at both sides at an outer periphery exhibiting a circular shape in such a state. In this case, the holder of the many sheets and the two covers are superposed at one end of a table 17 and set to a predetermined position by setting members 18, 20 on the vertically movable table 17, and a locking implement supply means 22 for supplying the implement 16 to one end of the table 17 is provided at one end side of the table 17.
