SOLUTION: Electromagnetic wave absorber bodies 24 such as carbon fibers are arranged in the surrounding of granular members 32 of the materials of a structure 18 for absorbing electromagnetic waves so that granular materials 30 can be constituted. Thus, in manufacturing a structure 18, the electromagnetic wave absorber bodies 24 can be efficiently arranged inside the structure 18 in a mean and proper distributed state by the granular materials 30. Thus, the structure of which quality is stable can be manufactured.
