PURPOSE:To manufacture the image fiber base material without disordering the array of optical fiber element wires by inserting an optical fiber bundle of numbers of parallel optical fiber element wires into a jacket pipe installed almost in parallel by using a piston type inserting jig. CONSTITUTION:The optical fiber bundle 1 formed by arraying numbers of optical fiber element wires regularly in parallel is inserted into the jacket pipe 2 installed horizontally or with its entrance a little bit lower from the entrance gently without scuffing element wires; and the discoid pressure plate 5a of the piston type inserting jig 5 is applied to the rear end of the optical fiber bundle 1 and the press-in rod 5b is pushed up to a specific position in the jacket pipe 2, thereby inserting the bundle. A circular thin fin 6 is provided to the periphery of the discoid pressure plate 5a and a cut 7 is formed at about four positions of the periphery of the fin 6, so flowing-out passages for air, etc., confined in the jacket tube are secured during the insertion and the bundle is inserted into the jacket pipe 2 while the previously arrayed state is maintained.
