PURPOSE:To improve the compression rate of data and the processing speed of data by setting forcibly a start point picture element group as indefinite data, which is generated by a two-dimensional filter processing to black or white and equalizing an end point picture element group to just preceding data. CONSTITUTION:In a printed circuit board (PWB) checking system, the analog signal of 2<n>-number of picture elements obtained by scanning a PWB1 with an image pickup device 2 is converted to an m-bit digital signal by an A/D converter 3. The two-dimensional filter processing is performed by a space filter processing binarization circuit 4 and the second space filter processing circuit 5 to obtain black-and-white binary data, and this data is compressed in accordance with the run length method by a data compressing circuit 6 and is stored in a memory 7. In this case, the start point picture element group as indefinite data generated by the two-dimensional filter processing is set forcibly to black or white by the circuit 6, and the end point picture element group is equalized to just preceding data, and encoding is performed. Data from the circuit which is obtained by scanning the second PWB1 and processing data is compared with data reloaded from a memory 7 by a data reloading circuit 16.
