PURPOSE:To decide surely only appearance/disappearance of an object in a supervised position by comparing detected video signals obtained from the 1st and 2nd television cameras picking up images from different camera angles, deciding the presence of the object at a supervised position and supplying a decided output. CONSTITUTION:When a person stands at the position to be supervised, luminance signals of video signals VDA and VDB of cameras 2A, 2B are held in hold circuits 14A, 24A through input switch circuits 13A, 23A. The luminance signal held in the 14A, 24A is given to a decision circuit 20 as digital data outputs DOA, DOB at the same time. The circuit 20 decides the contents of the digital data outputs DOA and DOB are nearly identical and also decides that the data outputs are not equal to the 1st deciding condition stored in advance in the circuit 20, and decides it that the person stands at the position PA based on the two judgements and supplies a decision output DES.
