PROBLEM TO BE SOLVED: To realize an electromagnetic wave-absorbing stealthy incombustible board while maintaining a performance of bundled carbon fibers (pre-preg) which are difficult in handling in the case of laminating the board on a wall of a building. SOLUTION: The electromagnetic wave-absorbing stealthy incombustible board of light weight is obtained by pressing a cloth-like mater of bundled carbon fibers having a carbon fiber content in the range from 100 to 1,000 g per square meter on an outer surface or outer and reverse surfaces of an incombustible board of light weight having an inorganic woven fablic on each of the outer and reverse surfaces, containing magnesium oxide of 30 to 60% and having a bulk density of 0.3 to 0.8 g/cm3 thereby to integrate and form both into one body by use of an epoxy resin or the like.
