PROBLEM TO BE SOLVED: To provide an IC card processing device equipped with a non-contact sensor and capable of effectively reading data written in an IC module or effectively writing the data into the IC module in spite of a direction of the card. SOLUTION: This IC card processing device is equipped with the non-contact sensor 500 for exciting the IC module 110 provided on the card, and a carrying means 400 for carrying the card 100 to a detection position of the sensor; and reads the data written in the IC module by the sensor or writes the data in the IC module. The card is in a shape of a rectangle constituted by two sides parallel to the carrying direction of the carrying means and two sides parallel to the crossing direction thereof. An antenna 111 of the IC module is provided on a portion containing an intersection point (p) of a center line (a) of the card parallel to the carrying direction and a center line (b) of the card parallel to the crossing direction thereof.
