PURPOSE:To prevent expansion of a fiber membrane member caused by the liquid to be concentrated and to prevent buckling of a core tube due to the expansion by providing an expansion preventing device to an external periphery of a fiber membrane member and stabilizing the capacity by preventing channeling due to expansion of the passage of liquid. CONSTITUTION:A permeable fiber membrane member 8 is provided around a core tube 5 capable of permeating the liquid to be treated. For example, a cage- like retaining fixture 9 is attached to the external periphery of the fiber membrane member 8 as an expansion preventing device. By this constitution, the expansion of the fiber membrane member 8 due to the flow of liquid which enters from a liquid inlet 5a and flows through the core tube 5 toward the external periphery is inhibited effectively.
