<p>PURPOSE:To reduce the transmission time by utilizing a signal of a television frame having the same average illuminance to code the change between frames thereby eliminating the generation of a false animation region. CONSTITUTION:A signal obtained from a TV camera 2 is compared with a content of a frame memory 5 at a change detecting circuit 4 during the period when a gate 3 is closed. When it is decided as the presence of change, the result is stored in a memory at each block, the picture of the block decided as the pres- ence of change is read by the control of a code control circut 6 and the picture is transmitted sequentially in the bit rate of a transmission line 7. When the transmission of the picture region subject to change is all finished, a flip-flop 9 is set. On the other hand, the output of a timing circuit 10 detecting the frame timing is applied with 1/3 frequency division by a frequency division circuit 1, the frequency division output and the AND output of the flip-flop 9 drive a timing circuit 12 to extract only the frame being integral number times of 3 frames.</p> |
