PURPOSE:To obtain an intermediate 2,3-dichloro-1-propanol in high selectivity in preparing the titled compound through chlorination and saponification of allyl alcohol, by using an aqueous solution containing a specific amount of hydrogen chloride as a solvent in the above-mentioned chlorination step. CONSTITUTION:Allyl alcohol is reacted with chlorine in an aqueous solution containing 45-70wt% hydrogen chloride at -30-20 deg.C under a pressure condition of 0-10 atm (gauge pressure) to selectively synthesize 2,3-dichloro-1-propanol, and thereafter at least a part of hydrogen chloride is separated and recovered in the gas form by heating said reaction solution and recycled to said reaction process, and the remaining liquid is cooled to <=30 deg.C to be separated into both water and oil layers, and the aqueous layer is at least partially recycled to said reaction process. On the other hand, the oil layer or after increasing the purity of said intermediate by separating operation, is mixed with a alkaline aqueous solution or suspension and reacted at 40-110 deg.C to obtain the titled compound useful as a solvent, etc. industrially and advantageously.
